MINUTES FOR THE SPECIAL MEETING OF THE GOLDEN VALLEY FIRE DISTRICT GOVERNING BOARD TO BE HELD SEPTEMBER 19TH, 2007 AT 7:00 P.M. AT THE GOLDEN VALLEY FIRE STATION TWO CLASSROOM LOCATED AT 749 S. EGAR, GOLDEN VALLEY, ARIZONA 86413.

Pursuant to A.R.S. § 38-431.02, notice is hereby given to the members of the Golden Valley Fire District and to the general public that the Golden Valley Fire District Governing Board held a special meeting open to the public on September 19, 2007 at 7:00 P.M. in the Golden Valley Fire Department Station Two Classroom located at 749 S Egar, Golden Valley, Arizona 86413.

The Governing Board may, by motion and public majority vote, recess into executive session(s) to receive legal advice from the Board’s attorney(s) on any item contained in this agenda pursuant to A.R.S. § 38-431.03(A)(3).

The MINUTES for the meetings are as follows:

   1. Call to Order/Roll Call of Board Members:  Steve Galner, Chairman called the meeting to order at approximately 7:05 p.m.  Steve Galner, Chairman, Vic Colvin, Marc Frederick, Clerk and Lucky Anderson were all present.

   2. Discussion and Possible Action Regarding: Consideration of applicants for Fire Chief of the GVFD. This may include, but is not limited to, the following: consider, discuss and review applications, conduct interviews in person or via telephone, schedule interviews for a latter date.  The sole purpose of the meeting tonight is to choose a new Fire Chief for the district.  We have 13 applicants from as far away as Ma.  This may not all be decided tonight.  We may conduct interviews in executive session.  Steve Galner confirmed that the following applicants were present:  Rudy Barboa, Clifford Bellew, Tony DeMaio, Ray Miner and Jeff Sayre.  James Schoppmann advised the board to determine the order in which they were going to conduct interviews.  James advised the public and board that no decisions were to be made in executive session.  It was confirmed that the board can remain in executive session and call each applicant in as required without having to go in and out of session.  Steve Galner advised the public that the interviews will be conducted in alphabetical order.  Steve Galner reconfirmed that all applicants present had no problems with interviews being conducted in executive session.

    1. a.   The Board may vote to discuss this matter in executive session pursuant to A.R.S. § 38-431.03(A)(1).  Vic Colvin made a motion to recess into executive session for discussion and interviews, Marc Frederick 2nd, all in favor.

 Steve Galner recessed the public meeting to go into executive session at approximately 7:20 pm.

    1. b.   The names of the applicants may be obtained by contacting GVFD’s administrative assistant.

Steve Galner reconvened the meeting for a short period of time to advise the public that the reasons for the executive session were for Legal counsel per A.R.S. 38-431.03(A)(3) and personnel discussion per A.R.S. 38-431-031(A)(1).  Marc Frederick made a motion to recess into executive session to continue the interviews and for legal counsel if required, Lucky Anderson 2nd, all in favor.

Steve Galner reconvened the meeting at approximately 8:45 p.m.  On behalf of the board, Steve Galner thanked the public for their patience in this matter and thanked all the applicants present for their time and effort in applying for the position of chief of our district.  Steve Galner advised those present that he has a couple of applicants in mind for the position but had a question for all who applied.  The previous position was under a contract that was a 2 year contract with a 2 year option, and could be terminated at any time with a 30 day notice.  Steve Galner asked if the interviewed applicants had a preference to contract or not.  All advised they had no preference.  Steve Galner advised the applicants that the wage perimeters would be similar to the previous contract.

 

   3. Discussion and Possible Action Regarding: Selection/Hiring of a Fire Chief for GVFD. This may including offering or entering into an employment contract with the selected Fire Chief. The Board may defer a decision on this matter to a later date.  Steve Galner went on to state that Interim Chief Barboa and Jeff Sayre are both very strong in his opinion, but would like to take time to do further background check.  This would result in putting off the decision of hiring for another 30 days.  All board members expressed agreement.  Marc Frederick made the motion that he felt the selection should be narrowed down to Rudy Barboa and Jeff Sayre; and to table final selection until the next scheduled board meeting (October 10, 2007) having Rudy Barboa and Jeff Sayre present for a second interview, with possible executive session, Vic Colvin 2nd, all in favor.

 

Steve Galner discussed with the board members the possibility of changing the title of Division Chief to Assistant Chief (the board was advised that the current By-Laws and/or policies stated that the Fire Chief was to hire the Division Chief but according to AFDA, the Board appoints or hires the Assistant Chief) and letting the board appoint or hire if necessary.  James Schoppmann advised the board that no discussion on this subject was permitted as it was not on the agenda but that the board could direct staff to put this on the agenda for the next meeting.   

   4. Adjournment:  Marc Frederick made the motion to adjourn at approximately 9:05 p.m., Lucky Anderson 2nd all in favor.
